BCP Council & BCP Homes
BCP Council
BCP Council is a unitary authority, meaning it’s responsible for every level of local government service in one single body, both the everyday district-level functions and the broader, county-level ones, rather than these being split across two separate councils the way some parts of the UK still work.
It was formed in 2019 by merging the former Bournemouth, Christchurch, and Poole borough councils into a single authority, serving a combined population of around 404,000.
BCP Homes
BCP Homes is BCP Council’s in-house housing service, established in 2022, to replace an earlier outsourced management arrangement.
It manages around 10,000 homes directly across Bournemouth and Poole, as a social landlord with a resident advisory board built into how the service is run.
Complaints: It’s OK to complain
BCP Homes aims to provide a good, reliable service. If something hasn’t been handled properly, or a response you’ve had wasn’t good enough, you’re entitled to complain, and doing so is a normal, expected part of holding any landlord to account, not something to feel awkward about.
Before it becomes a complaint
If you’re reporting something for the first time, a repair, anti-social behaviour, or anything else, raise it with the relevant team first, so there’s a chance to put it right. It only becomes a formal complaint if BCP Homes doesn’t respond, doesn’t act, or the work isn’t done properly.
How to complain
- Call 0800 028 1870
- Email bcphomes.complaints@bcpcouncil.gov.uk
- Or complain online via BCP Council’s own website (link to be added once confirmed)
What happens next
Where possible, BCP Homes aims to resolve an issue within 24 hours. If it isn’t resolved, it moves into the formal complaints process.
- Stage 1 — acknowledged within 5 working days, followed by a full investigation and a written response within 10 working days.
- Stage 2 — if you’re not satisfied with the Stage 1 outcome, you can ask for it to be taken further. This is acknowledged within 5 working days, with a written response within 20 working days.
If you’re still not satisfied
You can contact the Housing Ombudsman at any time if BCP Homes hasn’t responded within its own stated timescales, or if you feel your complaint hasn’t been properly investigated even after Stage 2.
- Call 0300 111 3000, Monday, Tuesday, Wednesday and Friday, 9am–5pm
- Visit housing-ombudsman.org.uk (opens in a new tab)
BHSRA can offer support putting a complaint in writing clearly and factually — see the Get Involved page.

Safety Concerns
Urgent safety concern: A third of people over 65 and half of people over 80 fall at least once a year.
Deliveries are regularly being left outside main entrances, obstructing the door from opening fully, and packages are being left on stairs rather than handed to a resident at their own door. Instructions are not being followed.
This is a real hazard, not just an inconvenience, for residents and visitors alike, particularly for anyone with reduced vision or limited mobility. According to the UK Health Security Agency, a third of people over 65, and half of people over 80, fall at least once a year, and falls are already the most common cause of injury-related death in this age group.
A fall is costly for everyone involved, in more than one way: a hospital stay, a lasting loss of confidence, a permanent change in someone’s independence, and a genuine cost and liability to whoever’s responsible for the hazard in the first place.
We need a proper solution before someone gets hurt. This concerns both residents and visitors, and both BCP Council and BCP Homes need to be involved in fixing it.
